If a person registers with a mask, will that have a significant negative impact on recognition when the person isn't wearing a mask?

There will be no negative impact. Recognition for subjects without a mask will work at the same accuracy as when recognizing with a mask.  Note that mask detection must be enabled to match faces registered with masks.
