Enable RTSP under Security > Login & Access:
You will be prompted for Authentication method and password (username fixed as ‘admin’). Leave default Authentication method digest for most systems.
Edit video streams or view URL on System > Video Streams:
Use either of those URLs in VLC to test and then put them into your VMS as a generic RTSP input.
